DLEC 49 trains local officials and staff

A total of 28 participants, composed of both incumbent and aspiring local legislators aimed to improve their legislative skills through the 49th installment of the Development Legislation Enhancement Course.
Coming from different parts of the country, the healthy mix of participants went through a five-day training program, seeking to develop their legislative skills, and for some to be oriented on how local legislative bodies work. The course was held last 07-11 December 2015, at the National College of Public Administration and Governance, UP Diliman.
Among the topics discussed in the course were good local governance, teamwork, development legislation, including special topics on parliamentary procedure and evidence-based legislation. The course also included action planning as well as a learning visit to the Quezon City Local Legislative Council.
During the batch graduation, some of the participants had the chance to offer some reflections on the training. Ms. Anna Rachel Delos Reyes, Sanggunian Secretary of the Province of Aurora, echoed that the course is one of the best among the seminars she attended due to the relevant topics and excellent resource persons.
Vice Mayor Ramil Fajardo of Polilio, Quezon encouraged his co-participants to go back to CLRG in the future to further their and their staff’s capacities in local governance.
Board Member Antonio Curitana of Aurora shared that he learned a lot from the course and also encouraged everyone to continuously enhance their capacities, especially that the courses offered by CLRG is of UP-quality.
Two political aspirants, Mr. Albrazen Abubakar and Mr. Randy Salamat of Sulu and Cavite, respectively, also shared their reflections in the course. Abubakar said that “it is a great experience to be part of this dynamic group,” while Salamat admitted he was able to organize his possible political platform with the course’s guidance.
Finally, the elected President of DLEC Class 49, Vice Mayor Elmar Panopio of Mabini, Batangas (who has completed various legislation courses from CLRG), advised everyone to take every opportunity for learning and that, based on his experience, UP NCPAG and CLRG have a lot more to offer in the future.
