Short Bio: Rose is University Extension Specialist IV at the CLRG. She conducts training programs, undertake research, and renders consultancy services and other forms of technical assistance concerning local governance.She served as consultant of the UNDP-Philippines for the Poverty Monitoring and Mapping MDGs Project, focusing on capacity development for the achievement of MDGs. She was a Senior Lecturer at the UP-NCPAG, particularly on research methods. She is a candidate for a doctorate degree in public administration in UP.
