The Development Legislation Enhancement Course (DLEC) is a five-day course for second- and third term local legislators to include Vice Governors, Board Members, Vice Mayors and City and Municipal Councilors. First termers to a new position but with prior experience in local legislation (e.g. new Vice Mayor after 1-3 terms as councilor; new Board Member after 1-3 terms as Councilor or Vice Mayor, and so on) are also welcome. Sanggunian Secretaries and other local legislative staff who may opt to join the course can be admitted.
Next to iExceLL, DLEC is the 2nd step towards earning the Certificate in Local Policy Development (CLPD), CLRG's ladderized program for local legislators.
By the end of the course, participants must have enhanced their knowledge and skills in local legislation and policymaking in general, and the following topics in particular:
