The Introductory Course on Excellence in Local Legislation (iExceLL) is a five-day course for
first-term and newly elected:
  • Presiding Officers (Vice-Mayors and Vice-Governors)
  • Members of the Sangguniang Panlalawigan (Provincial Board Members),
  • Sangguniang Panlungsod (City Councilors)
  • Sangguniang Bayan (Municipal Councilors) and
  • Legislative staff.
By the end of the course, participants will have the basic knowledge and skills, and increased self-confidence to perform their duties and responsibilities in their respective local assemblies.

The course includes:
  • Legislative powers and functions of the Sanggunian
  • Non-legislative powers and functions of the Sanggunian
  • Parliamentary rules and internal rules of procedure
  • Diagnostics and simulation exercises
  • Local government budgeting
  • Preparing for the next 100 days...among others.

The iExceLL is the gateway course to CLRG's Local Legislative Program--a modular and ladderized capacity development program for members of local legislatures and their staff. The LPP culminates with the conferment of a Certificate in Local Policy Development.
