This is the first of a series of courses under the Youth in Local Governance Program of the Center for Local and Regional Governance (CLRG). It is a prerequisite to the other courses under the Sangguniang Kabataan (SK) Continuing Training Module on Local Policymaking and Participatory Governance, mandated by the SK Reform Act. CLRG recognizes the importance of youth participation in local governance through the Sangguniang Kabataan (SK). It also recognizes that youth participation is bigger than the SK itself because of the need to engage non-SK officials in SK activities and policy making processes. In view of this recognition, CLRG commits itself as a partner of the National Youth Commission in capacitating the youth towards deepening youth engagement in local governance. |

Day 1-8 Each student completes the lectures and the assignments. Day 9-11 All students have already joined their Open Forum groups on Day 9. Discussions in the Open Forum until Day 11. Day 12-13 Designated member of the group integrates the discussions/ comments from the online open forum and provide a summary of the main points. Designated presenter prepares for the group's presentation on Day 14. Day 14 Webiscussion: presentation; discussion of questions; sharing of insights and experiences. *This is just a recommended timeline. Students may finish earlier, and just wait for the Day 14 Webiscussion. |
KEY BENEFITS OF THE COURSE
Through this course, participants will develop a greater sense and appreciation of why youth engagement and participation in local governance is necessary. Specific key benefits from completing this course are:
METHODOLOGY AND PLATFORM This course will be implemented using a hybrid approach. Seventy-five percent (75%) of the time will be asynchronous, while 25% will be synchronous. The asynchronous portion of the course will be dedicated to watching video lectures, answering assignments and submitting the same, and participating in an online discussion board where participants exchange ideas, insights, and opinions on assigned themes. These will be done using the CLRG website platform. The synchronous part of the program, which will be via Zoom, is called a Webiscussion and is dedicated to answering questions from the participants, sharing their outputs from their assignments, and sharing the group output from the online discussion board. INVESTMENT AND REGISTRATION For this pilot roll-out, registration is FREE. Registered participants will have access to the course platform and PowerPoint materials (to be given after the course). A certificate of completion will be awarded to those who will successfully complete the course. COURSE TIMELINE
A participant is expected to finish the whole course within a two-week timeframe: from October 14 to 28, 2022. Depending on their own pace, the participant may be able to finish the asynchronous requirements in a day or two, or a week. After that, they will join the Discussion Board on the 9th day, and attend the synchronous Webiscussion (via Zoom) scheduled on October 28, 2022. The course platform will remain open for participants who wish to view the materials again. It will be accessible to them for one month after the closing program. But only participants who complied with ALL THE REQUIREMENTS within the two-week timeframe will receive a certificate of completion. COURSE CREDITS The course is equivalent to 6 hours of training budgeted as follows: Asynchronous (total of 4.5 hours) Lectures (2 hours) Assignment 1 (45 minutes) Assignment 2 (45 minutes) Online Discussion Board (1 hour) Synchronous (total of 1.5 hours) Webiscussion (1.5 hours) TOTAL = 6 HOURS |
