An Assessment of the Sustainability of CPAR Projects at the Local Government Level

This research aims to provide recommendations on how to sustain the CPAR projects, and produce knowledge products that can be used by practitioners and students not only of agricultural development management but also of broader fields like public administration and governance, rural development and social development.  These knowledge products will also serve to highlight the role of LGUs in sustaining national government projects.  More importantly, these will provide some policy guidelines for the continuous improvement of national-local partnership in conceptualizing and implementing programs for modernization of the agriculture and fishery sectors, especially those that impact on the lives of small farmers and fisherfolk.

Objectives

The proposed project primarily aims to contribute to the sustainability of CPAR projects at the local government level. To achieve its primary objective, the proposed project seeks to:

  • Identify the factors that either enhance or constrain sustainability of CPAR projects at the local government level;
  • Determine the ways and means through which the enabling factors can be highlighted and how deterrents can be downplayed;
  • Identify the capacity development programs that have to be implemented in order to continuously strengthen the capability of LGUs to sustain the CPAR projects within their respective territorial jurisdictions; and
  • Propose policies and strategies for promoting sustainability of CPAR projects after project disengagement.
