Capacity Needs Assessment of Local Governments

Funded by the RPG Foundation through a Professorial Chair granted to Dr. Remigio D. Ocenar, the Capacity Needs Assessment of Local Governments was undertaken by the Center to check on the current resources and skills of LGU actors, as well as the capacity gaps that need to be addressed. The report was published as an article on capacity needs assessment in the book "Local Government in the Philippines: A Book of Readings" (Vol. IV).

The following is an excerpt from the book:

"Training needs assessment occupies a critical position in the training function of local governments. Much of the success of local government training programs depends on how the assessment of the training needs is able to capture the necessary competencies of local government employees and the training needed.

In the quest for the continuous enhancement of the capacity of Philippine local governments, the Center for Local and Regional Governance (CLRG) conducted a CNA / TNA of local government actors. This is aimed at identifying the already existing skills and capacities of local government unit (LGU) actors, as well as the gaps and requirements needed towards the effective implementation of their mandates. As there is a wide view that many of the Philippine local governments need to improve their capacity, this CNA   / TNA is intended to provide a muscle that would complement such view."
