Expertise:

Education administration, local governance, rural development and leadership, financial management, local development legislation and planning, and participatory resource management.

Short Bio:

Cely is University Researcher IV at the CLRG. She holds a Master in Education. 

She received formal training in Educational Administration, Public Administration, Library Science, Teaching English as a Second Language, Teaching Pilipino, and Commercial Science. Her formal education has been substantially enriched with rural leadership courses and seminars in Japan, India, Indonesia, Sri Lanka and the US, and local governance seminars in Germany, Japan and South Korea. Her professional experience include, among others, research in local governance, training for local authorities, consulting services for local authorities and organizing conference, seminars and related educational activities.
