Emilio Ramon “Jeorge Estregan Jr.” Ejercito III
Governor of Laguna

E.R. Ejercito is the Governor of the province of Laguna (Luzon). Before that he was the three-term Mayor of the municipality of Pagsanjan. Still active as a film actor, Ejercito was famous for playing villains or “kontra-bida” in his films. He transitioned from villain roles to broadcasting before running for mayor. His election completed his transformation from on-screen “kontra-bida” to “bida” or hero of the people of Pagsanjan.

During his term as mayor, he revitalized the tourism industry centered at the famous Pagsanjan Falls and persistently courted commercial establishments to locate to his town. As mayor he was twice awarded as “Outstanding Municipal Mayor” at the Local Government Leadership Awards—the only person of that stature to be conferred such award. Ejercito was elected governor in 2010 and was reelected for a second term in 2013. During NCPAG’s 60th anniversary, he was awarded as Outstanding Alumnus for Local Government.

Governor Ejercito is a graduate of the Local Administration and Development Program (LADP). He has since engaged CLRG’s services for Pagsanjan when he was mayor and provided assistance to CLRG and NCPAG projects located in Laguna. Governor Ejercito has always referred to his time at CLRG as an empowering experience and has referred the Center’s services to a number of newly elected local officials.
