Human resources are critical components of any organization. They run organizational policies, ensure implementation of programs, operate the machines and equipment that get things done efficiently, and many other functions in the organization. Thus, it is important to ensure that the quality of their work supports what the organization seeks to achieve.

It is in this context that the role of the Human Resource Management Department or Office (HRMD or HRMO) is significant in hiring and maintaining highly competitive, dynamic and motivated human resources. The HRMD/O is responsible for crafting HR policies, ensuring that these policies are followed, and introducing innovations that make human resources and their organization more productive.

Thus, CLRG is conducting HR Inspire, a course that seeks to enhance the knowledge and skills of government human resource practitioners, inspire their HRMDs or HRMOs to adopt innovative programs for their local governments/ agencies, improve their image as a human resource unit and rebrand their LGUs/ agencies in general.

HR Inspire has four modules which look at:

1) the LGU and some INSTITUTIONAL PROCESSES
        >good local governance
        >communication
        >conflict management
        >teamwork

2) HR POLICIES IN THE CIVIL SERVICE
