Local legislators from Bicol get a more critical view of their function

Thirty one (31) members of the Philippine Councilors League (PCL)-Bicol Chapter attended CLRG’s special course on Development Legislation Enhancement (DLEC) held at the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman, Quezon City on 03-06 December 2013.

DLEC is a regular training course of the Center aimed at enhancing the legislative capability and effectiveness of the participants – both in the procedural aspect and in the participatory dimension of legislation in local governments. It showcased lectures and discussions on good governance, dimensions of local legislation, local fiscal mobilization, ELA preparation/formulation, the quasi-judicial functions of the Sanggunian and their roles in rationalizing local budgeting process.
