Local government units (LGUs) are facing the challenge of performing regulation, particularly in terms of issuing various types of permits, especially for building construction and business. This in part can also affect the way that LGUs make their areas business-friendly, how they facilitate business-related transactions, and practicing responsible regulation by maintaining integrity in performing these regulatory duties. Apart from regulation, LGUs are also yet to realize the opportunities available to boost their economic and development potential by means of Public Private Partnerships (PPP), mobilizing CSO engagement in terms of Bottom-Up Budgeting (BUB) and coping with the effects of Climate Change and Disasters through Climate and Disaster Risk Financing. Accessing these external means will prove to be valuable in enhancing investment and business-friendliness of LGUs.
 
At the end of the training course, the participants are expected to:
 
  1. gain knowledge on the basic concepts, principles of and alternative approaches to local regulation;
  2. acquire awareness and understanding of the processes involved in undertaking PPPs, working with different groups for BuB and accessing available funding for development projects; and
  3. get insights based on the actual experience shared by different LGUs.
