Socio-Economic Impact Study of the Community Mortgage Program 

This study is commissioned by the Social Housing Finance Corporation (SHFC) through the UP Public Administration Research and Extension Services Foundation, Inc. (UPPAF), National College of Public Administration and Governance, University of the Philippines. Researchers from the CLRG, including the Center's Director, were involved in documenting the experiences of four of the eight CMP sites under study.

The Social Housing Finance Corporation is a subsidiary of the National Home Mortgage Finance Corporation (NHMFC) and the lead agency tasked to develop and administer the Community Mortgage Program (CMP).

The focus of this assessment is the Community Mortgage Program (CMP), a component program for socialized housing established in 1988 under the National Housing Mortgage Finance Corporation (NHMFC).

This report summarizes the results of an assessment of the socio-economic impact of the Community Mortgage Program (CMP)—the government’s flagship program on socialized housing—In selected CMP sites in the country. Part I provides the context for the study and its rationale; Part 2 introduces the CMP sites selected for this study; Part 3 discusses the project components, administration and implementation; Part 4 identifies the socio-economic impacts of CMP; and Part 5 provides the major findings and offers recommendations for the program and for future studies.
