Harnessing Barangay Development Capacities (HBDC)

HBDC is a customized capacity building program conducted by CLRG in partnership with the Quezon City government. It is a modified version of the Sustainable Barangay Development Course (SBDC) which started in 2005. This program is aimed to enhance the managerial and technical competencies of the participants so that they can effectively perform their roles as area managers of the barangays. The course also aims to contribute to the development not only of the participants’ respective territorial jurisdictions, but also of Quezon City.

Apart from the seven batches of SBDC, HBDC has already finished training three batches of local officials since it started in 2011. The course currently has six modules, which employs a variation of training methodology such as lecture discussions, group presentations, open fora and crafting of a barangay development agenda.
