Commissioned Research

We have conducted a number of research studies on a wide-range of subjects relevant to local autonomy and decentralization and have generated varied value-added outputs like case studies, strategic assessments, technical reports, policy papers and publication materials. 

Our institutional partners are a remarkable mix of national government agencies, local government units, private sector organizations, non-government organizations and development aid agencies. Among our more recent partners are the Department of Agriculture’s Bureau of Agricultural Research (DA-BAR), Social Housing Finance Corporation (SHFC), DILG’s Bureau of Local Government Supervision (DILG-BLGS), Camarines Sur Provincial Government, Population Services Pilipinas, Inc., CODE-NGO, and Management Systems International (MSI) - USAID. The diversity of our sponsors is a testament to our ability to design and deliver research products that are useful to our ultimate clients - local government institutions.

In our more than four decades of existence, we have built our confidence and competence on the following research subjects:

  • decentralization and local autonomy
  • federalism
  • leadership and innovations
  • urban governance
  • capacity development
  • service delivery e.g. agricultural extension, socialized housing, family planning
  • systems improvement e.g. BPLS streamlining, fiscal administration
  • transparency e.g. pro-poor local budgeting, Citizens’ Satisfaction Index System, corruption vulnerability
  • methodology-based studies e.g. participatory action research, survey studies

We are also currently working towards beefing up our expertise on specialized topics like barangay justice and youth governance.
