Partnership Programs

Integrity Development for LGUs

Management Systems International (MSI) with USAID funding contracted out the administration and delivery of the Integrity Development Review (IDR) Assessment for Local Government Units from May 2010 to September 2011 in collaboration with the Office of the Ombudsman. The project basically required the calibration of existing tools used by national agencies for LGU use. This was piloted in 14 LGUs: 7 barangays, 5 municipalities, 1 city and 1 province. The assessment tools included Corruption Resistance Review, Integrity Development Assessment, and Corruption Vulnerability Assessment which became inputs to local policy reform and systems improvement plans.
Federalism Studies

From 2007 to 2009, CLRG and the Institute of Federalism (University of Fribourg, Switzerland) ran a joint program to assist key actors in the nation-wide discussion of federalism as an option for the Philippines. The partnership agreement included study tours on Swiss federalism, visiting researchers, and scholarships to the IFF's Summer University. A series of Dialogues on Federalism brought key Filipino advocates, Swiss experts, and stakeholders together for a frank discussion of issues. The program was supported by the Swiss Development Cooperation Agency. CLRG also provided inputs to the Inter-Agency Committee on Federalism.

ARMM: Training of Local Poverty Reduction Action Teams

In 2004 to 2007, the British Embassy sponsored the Capacity Building Program for LPRATs in ARMM Project jointly implemented by CLRG with the Local Government Academy. Through the project, several batches of a series of capacity building courses on project management, proposal preparation and resource mobilization were undertaken for the LPRATs from the municipalities and provincial governments of Basilan , Lanao del Sur, Sulu, Tawi-tawi and Maguindanao.
Local Government Leadership Awards


CLRG was the secretariat of the Local Government Leadership Awards for 2002, 2003 and 2006. The LGLA is a rare partnership between the Senate of the Philippines and a consortium of the Philippines' leading academic institutions (University of the Philippines, De La Salle University, Development Academy of the Philippines, Ateneo School of Government, San Carlos University-Cebu, and the Mindanao State University) which conferred awards on the country's outstanding governors and mayors.
