Governance Metrics and Analytics

CLRG witnessed the renewed attention to measures and quantification of governance in the late 1990s and its continued significance to present. The oft-cited statement ‘what you cannot measure, you cannot manage’ is now the rule in the administration field.

In 2003 therefore, we worked with the Bureau of Local Government Supervision (BLGS) of DILG to help develop what is now known as the Local Governance Performance Management System (LGPMS). Around the same time, we joined hands with UNDP’s Philippine Urban Forum and BLGS-DILG to use the then existing tool, the Local Productivity and Performance Management System (LPPMS) to facilitate the conduct of self-assessment of Philippine cities.

As part of the Integrity Development Review (IDR) Assessment for Local Government Units, we reviewed the existing IDR tools for national government agencies and came up with the calibrated Corruption Resistance Review, Integrity Development Assessment, and Corruption Vulnerability Assessment tools. Local governments can use these three for the evaluation of their corruption risks and vulnerabilities as well as identify possible policies and actions to improve organizational integrity.

We also initiated the formulation of local government capacity assessment tools in 2010 as part of a survey study that looks at the competency needs of LGU personnel to help them improve the delivery of their specific services and functions. Six questionnaires were developed which are position-specific (local chief executive, vice of LCE, legislator, department heads).

We then applied the insights from the capacity needs assessment study in the formulation of an instrument for the HIV and AIDS localization guidebook to provide local government units with or without Local AIDS Councils some pointers on which competency gaps to address and what possible capacity building programs may address these needs.
